அமெரிக்கக் கப்பல்களும் இராணுவ அதிகாரிகளும் இலங்கைக்குத் தொடர்ந்தும் வருவர் - ஜோ பைடனின் திட்டம் இதுதான்

அமெரிக்காவும் ஐரோப்பாவும் இந்தியாவின் வலுவான பாதுகாப்பு மற்றும் பாதுகாப்புப் பங்காளிகளாக இருக்கத் தயாராகவுள்ளதாக அமெரிக்க இராஜாங்க திணைக்களத்தின் அரசியல் விவகாரத்திற்கான துணை இராஜாங்க செயலாளர் விக்டோரியா நியுலாண்ட் புதுடில்லியில் இந்தியன் எக்பிரஸ் (indianexpress) ஆங்கில ஊடகத்துக்குத் தெரிவித்துள்ளார்.

ரஷ்யாவின் பாதுகாப்புத் தளபாடங்களைச் சார்ந்திருப்பதில் இருந்து இந்தியா விலக, அமெரிக்கா உதவ முடியும் என்று அவர் கூறினார். இந்திய வெளிவிவகார அமைச்சர் எஸ்.ஜெய்சங்கரை புதுடில்லியில் இவ்வாரம் செவ்வாய்க்கிழமை சந்தித்து உரையாடிய பின்னர் வழங்கிய நேர்கணாலிலேயே விக்டோரியா நியுலாண்ட் இவ்வாறு கூறியிருக்கிறார்.

ரஷ்ய- சீன உறவு இந்தியாவுக்கு நல்லதல்ல என்று விக்டோரியா நியுலாண்ட் சுட்டிக்காட்டியதாகவும் அந்தச் செய்தியில் கூறப்பட்டுள்ளது. உக்ரைன் விவகாரத்தில் ரஷ்ய ஆதரவு நிலைப்பாட்டை எடுத்தமைக்கு எதிராக இந்தியா மீது அமெரிக்கா தொடர்ந்து அழுத்தம் கொடுத்து வருகின்றது.

இந்தநிலையில் உக்ரைன் மீதான ரஷ்யாவின் ஆக்கிரமிப்புக்கு எதிராக செயல்படுவதில் "சற்றே நடுங்கும்" ஒரே குவாட் உறுப்பினர் இந்தியா மட்டுமே என்று அமெரிக்க அரச தலைவர் ஜோ பைடன் தெரித்துள்ளதாக ரிபுன் இந்தியா (tribuneindia) என்ற ஆங்கில ஊடகம் செய்தி வெளியிட்டுள்ளது.

இந்தியா குறித்த அமெரிக்காவின் இவ்வாறான அச்சுறுத்தல் கருத்து வெளிப்பாடுகளுக்கு மத்தியில் புதுல்லிக்குச் சென்ற அமெரிக்க இராஜாங்க உதவிச் செயலாளர் விக்டோரியா நியுலாண்ட், உக்ரைன் போருக்குப் பின்னரான ரஷ்ய - இந்திய உறவு பற்றி ஆழமாக உரையாடினார். ரஷ்ய- உக்ரைன் போர் தொடர்பாக அமைச்சர் ஜெய்சங்கருடன் பேச்சு நடத்தியபோது, இந்தியாவின் ரஷ்யச் சார்ப்பு நிலைப்பாட்டைக் கண்டித்துக் கடும் எதிர்ப்பை வெளிப்படுத்தியிருந்தார்.

அதன் பின்னர் விக்டோரியா நியுலாண்ட், புதன்கிமை கொழும்புக்கு வந்து அரச தலைவர் கோட்டாபய ராஜபக்சவைச் சந்தித்தபோது இலங்கையை ஆரத்தழுவினார். இந்தியப் பெருங்கடலில் இலங்கையும் அமெரிக்காவும் கடல்சார் பாதுகாப்புத் தொடர்பான ஒத்துழைப்பைத் தொடர்வது மற்றும் இந்தியப் பெருங்கடலில் பாதுகாப்பாக கடல்சார் நடவடிக்கைகளை உறுதிப்படுத்தி ஒன்றாகச் செயற்படுவது என்றும் அமெரிக்காவும் இலங்கையும் இணங்கியுள்ளன.

விக்டோரியா நியுலாண்ட் அரச தலைவர் கோட்டாபய ராஜபக்ச, வெளியுறவு அமைச்சர் பேராசிரியர் ஜீ.எஸ்.பீாிஸ் ஆகியோரைச் சந்தித்து உரையாடிய பின்னர் வெளியிடப்பட்ட கூட்டு அறிக்கையிலேயே இந்த இணக்கம் தொடர்பாகத் தெரிவிக்கப்பட்டுள்ளது. இந்தியப் பெருங்கடல் பரப்பில் அமெரிக்க - இலங்கை இராணுவ இணைப்புச் செயற்பாட்டை கூட்டு அறிக்கை பகிரங்கப்பட்டுத்தியுள்ளது.

அமெரிக்கா, இலங்கை ஆகிய இருதரப்புத் தூதுக்குழுக்களும் இவ்வாரம் புதன்கிழமையன்று கொழும்பில் சந்தித்துக்கொண்டபோது, இரு நாடுகளுக்கிடையேயும் தொடர்ந்துகொண்டிருக்கும் இருதரப்பு இராணுவத் தற்காப்பு மற்றும் பாதுகாப்புத்துறைக் கூட்டுறவைத் தொடர்வதென்றும், அத்தோடு பயங்கரவாத - எதிர்ப்புத் தொடர்பான ஒத்துழைப்பை மேலும் விரிவுபடுத்துவது பற்றிய வாய்ப்புக்களை ஆராய்வதென்று முடிவெடுத்து இணங்கியுள்ளன.

அமெரிக்கக் கப்பல்களும் இராணுவ அதிகாரிகளும் இலங்கைக்கு வந்துசெல்வது உள்ளடங்கலான இராணுவ ஈடுபாடுகளை இரு தரப்புகளும் தொடர்ந்து வரவேற்பதாகவும், இவ்வாறான இராணுவப் பாதுகாப்பு ஈடுபாடுகள் கண்ணிவெடியகற்றும் மனிதநேயப்பணி, அனர்த்த நிவாரணம் மற்றும் இலங்கை இராணுவ அதிகாரிகளுக்கான மனித உரிமைப் பயிற்சிகளை வழங்குதல் போன்ற நடவடிக்கைளை உள்ளடக்கும் என்றும் பரஸ்பர இராணுவ விஜயங்களை இரு தரப்புகளும் மேற்கொள்ளும் என்றும் இரண்டு தரப்புகளும் இணைந்து வெளியிட்டுள்ள எழுத்து அறிக்கை தெரிவித்துள்ளது.

அதுமட்டுமன்றி, இந்தோ-பசுபிக் பிராந்தியத்தில் விதிகள்-தழுவிய சர்வதேச ஒழுங்கைக் கடைப்பிடிப்பதன் மூலம் பாதுகாப்பான கடல்சார் ஆள்தளத்தைப் பேணுவது மற்றும் கடல்சார் பாதுகாப்பு ஒத்துழைப்பை இருதரப்புகளும் தொடர்வது என்றும் குறிப்பிடும் இந்த இருதரப்பு அறிக்கை, இந்தோ-பசுபிக் பிராந்தியத்தைத் தடையற்ற, திறந்த, வளமானதொன்றாகப் பேணும் அமெரிக்க மூலோபாயம் சுதந்திரமான கப்பலோட்டத்துக்கும் விமானங்களின் பறப்புக்கும் ஊக்கமளிக்கும் ஒரு முக்கியமான முன்னெடுப்பு என்றும் தெரிவித்துள்ளது.

இவ்வாறு இலங்கையின் கேந்திர முக்கியத்துவத்தோடு தொடர்புபட்ட இராணுவ விடயங்களைக் குறிப்பிடும் அதே அறிக்கை, அமெரிக்காவே இலங்கையின் ஏற்றுமதிக்கான பெரிய சந்தை என்பதையும் குறிப்பிட்டு, பரஸ்பர வாணிபம், முதலீடுகள், மற்றும் சுற்றுலாத்துறை ஆகியவற்றுக்குள் புதிய முயற்சிகளை ஆராயவிருப்பதாகவும் கூறுகிறது.

அபிவிருத்தி உதவிகள், கடனுதவிகள், குறிப்பாகப் பெண்களுக்குச் சொந்தமான வணிக நிறுவனங்களுக்கான உதவிகள், மற்றும் கல்வித்துறை ஒத்துழைப்பு என்று பல விடயங்களை இந்த இருதரப்பு அறிக்கை எடுத்தியம்புகிறது. அறிக்கையின் ஆங்கில் பிரதியில் உள்ள முக்கியமான விடயங்களை கீழே அப்படியே தருகின்றோம் -

Both countries committed to working together to address climate change and other environmental challenges. The United States welcomed Sri Lankas goal to produce 70 percent of electricity from renewable energy by 2030, and to attain carbon neutrality by 2050. Ongoing U.S. grant assistance to help meet these goals, including a five-year $19 million Sri Lanka Energy Program and support towards a floating solar plant, were noted with appreciation.

The United States informed its intent to continue supporting the sustainable development of Sri Lanka through the U.S. Agency for International Development. The U.S. delegation reaffirmed its commitment to promote school nutrition and literacy among Sri Lankan children, in consultation with the Sri Lankan Government. Sri Lanka appreciated the successful nutrition campaign conducted by Save the Children in 2021 which benefited over 106,000 primary grade students.

Sri Lanka and the United States resolved to continue cooperation on maritime security and work together to ensure a safe maritime domain in the Indian Ocean through the rules-based international order. In this context, the U.S. strategy towards a free, open, and prosperous Indo-Pacific region, which promotes freedom of navigation and overflight, was noted as an important initiative.

Sri Lanka welcomed the impending arrival of the third High Endurance U.S. Coast Guard Cutter transferred through the U.S. Excess Defense Articles program. The United States noted the recently announced King Air program to strengthen Sri Lankas maritime monitoring capacity and respond to humanitarian and post-disaster needs.  

Sri Lanka welcomed U.S. support in the prevention of smuggling and other illegal activities. Both delegations welcomed ongoing bilateral defense and security sector cooperation, including U.S. support for humanitarian demining and disaster relief, joint military engagements, human rights training for Sri Lankan officers, and exchange of visits, including by U.S. ships and military officials. The United States resolved to explore opportunities to further expand counter-terrorism cooperation with Sri Lanka.The United States welcomed action taken by Sri Lanka to promote reconciliation and human rights in pursuit of development and prosperity.

Sri Lanka outlined its progress in reconciliation, in promoting and protecting human rights, and in strengthening democracy, democratic institutions and practices, good governance, justice and the rule of law. The United States acknowledged progress in these areas, including efforts to reform the Prevention of Terrorism Act (PTA), the release of long-term PTA detainees, the justice reform agenda, and engagement with civil society representatives. The United States encouraged Sri Lanka to continue making progress on its commitments to reconciliation and human rights.

Both delegations expressed strong support for ongoing cooperation between the two countries in education and culture. The United States emphasized the value of educational exchanges, highlighting the 70th anniversary of the U.S.-Sri Lanka Fulbright Program and its contribution to Sri Lankas development. The United States expressed interest in working together to further expand opportunities for university partnerships and overseas study for Sri Lankan students that would benefit both countries.

Both delegations welcomed ongoing efforts to preserve and celebrate Sri Lankas rich cultural heritage through cultural heritage funding received from the U.S. over the last 17 years. The delegations decided to continue collaboration to provide English Language teaching, teacher training, curriculum development, and other support to strengthen Sri Lankas education sector.

Sri Lanka and the United States emphasized the importance of the bilateral relationship, and decided to continue cooperation on a broad range of areas to further strengthen the partnership for mutual benefit.
